Uganda, Rwanda To Sign Pact

Dr. Khiddu Makubuya, the education minister and Prof. Romain Murenzi, his Rwandan counterpart, have reiterated their commitment to strengthen the existing co-operation within their ministries.

Addressing a press conference at the ministry headquarters on Wednesday, Makubuya said they wanted barriers at the national borders to be scrapped, particularly in the education sector.

If one is seeking education from the neighboring country I don’t see why there should be barriers. The memorandum that we will sign in the future will be aimed at removing such barriers, he said.

Murenzi and his delegation have been on a three-day working visit to asses how Uganda has managed to register success in implementing the UPE programme.
He said Rwandan education had been affected by past regimes especially during the 1994 genocide. He said over 50% of the population was illiterate.

Makubuya said UPE had been succeessful, adding that there were about 12,350 primary schools.

そういえば昔、毎日国境をまたいで学校に通ってる子どもたちの記事を読んだっけ。こういうのは、そういうもんなんだよと言われれば成程そういうもんかと押しきられそうなところだけど、それでも島国の人間としては、感覚としてちょっと分かりにくい。国家とは何ぞやとか、アフリカの諸国家が成立した歴史的過程を勘案すれば、とかそういうので後づけに理解したいんじゃないし。わかったつもりになりたいわけじゃないし。そこからどういうふうに具体化していったのかは追ってないので知らない。けっこうな割合そうであるように花火に終わったかもしれない。そこら辺全部ひっくるめて差し引いて、それでも私はこの手の大風呂敷がとても好きなのです。ええ、それだけ。
